Candidate Statement for APHA President
My life-long passion for social justice and advancing our Nation’s public health is reflected through my efforts to address race, gender, and mental health/health inequities. Working with the Congress and several Presidential Administrations, governmental agencies at all levels, nonprofit (NGO), professional, consumer-run, and private sector organizations, and universities, I have furthered APHA’s mission. These include my participation in developing parts of the Affordable Care Act, serving on the Healthy People 2020 Committee, co-creating a national definition of health disparity/equity, serving as APHA Mental Health Section Chair, Governing Councilor, APHA Post-9/11 Work Group member, and guest speaker at Affiliate events.
Today’s APHA President must demonstrate nationally the essential nature of public health infrastructure and services for our very survival and well-being and also seek national remedies to address the myriad of challenges our public health system faces. To accomplish this, I will work to:
Rebuild Public Health by collaborating with APHA Affiliates, Sections, Forums, and Caucuses to develop a national plan to rejuvenate public health infrastructure and services and present this strategy to the Biden-Harris Administration and the Congress for action.
Outreach to Persons Who are Disadvantaged and typically excluded in American society to include their voices and concerns in APHA. We must identify new resources so that they can participate fully.
Extend Public Health Training to every APHA discipline to build essential inter-sectorial skills needed to address gender, race, and mental/health inequities.
Empower APHA and Support Members to unleash our energy and creativity to address member goals. This will require new models and financial resources to expand staff capacity and connection with our Affiliates, Sections, Forums, and Caucuses to identify their high priorities.
If elected, I will work to achieve these agendas through a Presidency based in the interpersonal and collaborative nature of APHA. Please join me in these exciting endeavors.

Candidate Biosketch for APHA President
Ron Manderscheid, Ph.D., has a life-long commitment to social justice, particularly racial, gender, mental health/health equity, and advancing the Nation’s public health. This is reflected through his career that spans national work with Congress and Presidential Administrations, agencies at all levels of government, and nonprofit (NGO), professional, consumer-run, and private sector organizations, and universities.
Until recently, Dr. Manderscheid was President/CEO of the National Association of County Behavioral Health and Developmental Disability Directors and the National Association for Rural Mental Health. He continues as Adjunct Professor, Bloomberg School of Public Health, Johns Hopkins University, and Suzanne Dworak-Peck School of Social Work, University of Southern California.
Concurrently, Dr. Manderscheid serves as the Co-Chair of the National Coalition for Whole Health, a core member of the APHA Mental Health Section leadership, and on the following boards: American Academy of Social Work and Social Welfare; National Grand Challenges for Social Work Initiative; Danya Institute; National Association of State Mental Health Program Directors Research Institute; and National Register of Health Service Psychologists.
His past appointments include Director of Mental Health and Substance Use Programs, Global Health Sector, SRA International, and several federal leadership roles at the National Institute of Mental Health, the Substance Abuse and Mental Health Services Administration, and the Office of the Assistant Secretary for Health, U.S. Department of Health and Human Services. Throughout his career, he has promoted the concerns of peers with behavioral health conditions and their families.
Dr. Manderscheid was a Member of the HHS Secretary’s Advisory Committee on Healthy People 2020; the Clinton Healthcare Reform Task Force; President of the Federal Executive Institute Alumni Association and Foundation; Chair of the APHA Mental Health Section, Governing Councilor, member of the post-9/11 Work Group, and guest speaker at Affiliate events; Chairperson of the Sociological Practice Section of the American Sociological Association; President of the Washington Academy of Sciences and the DC Sociological Society; and President of The College for Behavioral Health Leadership.
He edited eight editions of Mental Health, United States, co-edited Outcomes Measurement in the Human Services, and contributed to Public Mental Health, First and Second Editions. He also has published 500 papers on services and systems for persons with mental illness and substance use conditions. He prepares periodic blogs for Behavioral Healthcare Executive.
